We have chosen the term ‘Skirmish’ to denote that these rules are designed for smaller actions with fewer vessels but with more detail in game play and the combat results. Work undertaken on our other sets of rules has provided some valuable ideas, which we wished to see used on the naval tabletop. Different ships have their own individual characteristics, and various operational functions on the ship (gunnery, torpedo skill, command, engineering and damage control) have different ratings.

Shooting requires your gunnery officer to obtain a suitable firing solution on your target before you can "fire for effect". You need to weigh up the pro’s and con’s of getting that firing solution, or firing under local control, where a hit is significantly more difficult to achieve.

These rules are primarily concerned with surface battles, though simple rules have also been included for both air attacks and ASW warfare.

The rules are accompanied by extensive game data for Naval Weapons and equipment of World War 2, as well as the necessary British and German data for World War One. There is also a pre-prepared ship list with selected game data for many major vessels of WW1 and WW2. All the necessary instructions are included to enable you to prepare your own game data.
