The Way of the Thief explores the heretofore hidden criminal societies that exist in Rokugan. It contains all the information needed to run a dishonorable campaign, or it can be used to provide truly developed and unique opponents for magistrates and honorable samurai.

We’ve included more information on the Kolat, Serpents of Sanada (pirate fleet), Forest Killers (old time bandits), Black Lotus Cartel (smuggling gang), and much more. You’ll even have options to creating new gangs of your own to work with or against the Empire. New feats, schools, and classes allowing development of unique criminal figures. Now you can play the bad guys and adventure in a whole different side of Rokugan. There are new feats like, Facing the Abyss, new schools like the Serpents Coil and new figures from Machi-Kanshisha, Mercenary Ronin who protect the City of Rich Frog. New character options for magistrates and Imperial investigators We’ve included new feats for the Doji, Kitsuki, and Shinjo magistrates. More information on imperial law so as villains you’ll know better which rules to bend and which rules to break. As magistrates, you’ll be able to use the laws to better enforce your authority and power.
